Yes, without exception, and any clinic willing to skip that step is the wrong clinic. The overwhelming majority of moles people want removed are entirely benign, but the assessment exists for the small number that are not — and laser removal destroys the tissue, so a lesion removed without assessment can never be examined afterwards.
