Because oil and water are separate systems and you can have plenty of one while lacking the other. Sebum production determines whether skin is oily or dry; water content in the upper layers determines whether it is hydrated or dehydrated. Oily-dehydrated is extremely common, particularly in patients using strong cleansers and actives to control shine — the routine strips water while the skin keeps producing oil, leaving a face that is simultaneously greasy by afternoon and tight by evening.
