What Causes Puffy Eyes?

It means a great deal, and it is the single most useful thing you can tell me. Puffiness that peaks on waking and settles by afternoon is fluid, because lying flat all night lets it pool in the loose tissue under the eye and upright posture drains it. That responds to sleeping slightly elevated, reducing evening salt and alcohol, and treating any allergic component — none of which costs anything. Why do eye creams do nothing for this?
